Here's the scoop on what's happening this week in Congress.
House: On June 15th, the House Labor, Health and Human Services (LHHS) subcommittee, which determines federal spending levels for STDs, reached an agreement on FY2019 funding. The House LHHS subcommittee kept STD funding for FY2019 at $157.3 million, the same level as FY2018.
The House subcommittee also approved $20 million for a new initiative to support efforts to eliminate new infections in high-risk states and jurisdictions. This initiative specifically mentions STDs as well as HIV, Hep B and C, and TB.
The full committee on appropriations was expected to meet this week, on June 26th, to discuss LHHS funding, but due to scheduling concerns the committee has delayed the vote until later in July.
Senate: The Senate Labor, Health and Human Services (LHHS) subcommittee voted on funding for FY2019 on June 26th. The full committee voted on the LHHS bill yesterday, June 28th. Similar to the House, the Senate approved spending levels for the federal STD program at $157.3 million, the same level as FY2018.
The Senate LHHS bill included $5 million for a new initiative at CDC to combat infectious diseases directly related to opioid use. STDs were not directly mentioned in the senate initiative, but NCSD is working with members of the subcommittee to ensure that STDs are mentioned before it reaches the full chamber for a vote.
These actions are just a first step in a long process of approvals before the end of the year. It is unlikely that the final funding will be determined before the end of this year. We will keep you updated on STD funding through the FY2019 appropriations and funding process.
NCSD has developed an STD and HIV funding chart for 2019 for a more in-depth picture about how STD funding has faired over the past three years, available here.
