This week, House Majority Leader Steny Hoyer laid out his plan for Fiscal Year 2021 (FY 21) Appropriations, stating he hopes to have most of the 12 different spending bills passed through the House in June. Both defense and non-defense spending accounts will only see a $2.5 billion increase from last year, per the budget deal — an agreement that is reached by Congress and signed by the President to raise spending limits — that covers FY20 and FY21. Majority Leader Hoyer has recommended that the limited increase be spread proportionally across all 12 defense and nondefense spending bills. With a smaller topline number to work with this means that there will not be much room for funding increases, but some needed programs could see a small funding bump.
