Federal Policy Update – February 13, 2026

This week brought news of the unexpected—proposed grant terminations for public health infrastructure, staffing, and HIV and STI services and surveillance in four states: California, Colorado, Minnesota, and Illinois.  This news was first broken in a story in the New York Post late last week. That information was confirmed in a story in the New York Times earlier this week, which also noted that a list of impacted grants was transmitted to key committees in Congress. On Wednesday, additional grants were added to that list. Here are the lists, as we understand them, that were transmitted to Congress.

These were proposed grant terminations, being terminated because (as noted in the grant cancelation notices that were transmitted to grantees) the CDC “may terminate a federal award, ‘to the extent authorized by law, if an award no longer effectuates the program goals or agency priorities.’” These notices noted that the Administration was adjusting its funding portfolio, to “better prioritize agency resources” towards revised priorities.

The Attorneys General in the impacted states quickly filled a lawsuit against the Administration and received a temporary restraining order. This will, hopefully, stop these grant terminations from being implemented. More to come as this court case continues!
