Here's the scoop on what's happening in Federal Policy from the NCSD policy team.
On Wednesday, the House Rules Committee released the text of the minibus spending bill which they hope to vote on after recess. The bill includes the eight remaining appropriations bills that were not included in the defense minibus that passed the house before recess. The CDC’s National Center for HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases, and Tuberculosis Prevention is funded at $1,117,278,000 dollars. The text of the minibus can be found here. The plan is for the House to take the measure up during the first week in September (when they return to Washington) with a final vote combining the eight-bill package with the four-bill “security” minibus passed in July.
This is really just a show vote by the House as the Senate is unlikely to take up this omnibus bill for many reasons including that the policy riders will not garner the Democratic support needed to pass, the spending levels for non-defense programs are too low, and the package violates the spending cap set by the Budget Control Act.
